Damn hedges! I want a new hack!

I like to surround my hedges with those short brick walkover fences. I like it, because it makes them look nicer. The stupid butler unfortunately sees it as a wall, and refuses to trim it, and obsesses over it instead of doing his job! Can someone make a hack to allow the hedges to be trimmed, regardless of surrounding fencing?

There's one on MTS2 to allow watering of inaccessible flowerbeds- I'm not sure that it affects hedges though.

Things might have changed with AL, but I've always used to leave one tile between hedges and step-over edges and fill the gap with flowerbeds. That way the gardener can stand in the flowerbed while trimming the hedge.
