Buggy landlord complaints slow game down to almost stall.

When you turn on debug mode, does the landlord throw an error during the pause? Did you find any error logs?

It sounds like the real problem is the game treats toddlers/babies as valid sims to complain to during its initial test, but (correctly) disregards them as valid sims for the routine that finds sims to answer a doorbell. The pause is probably the game churning away, looking for someone to answer the door, erroring when it can't find anyone, then trying to find the next best action for the landlord... but the next best action is always "complain", because of the broken test for whether someone is available to complain to. I don't have AL, but I'm guessing you can at least avoid this bug by using the baby controller to disintegrate bottles, reducing mess. Combined with a changing table, this should restrict landlords and neighbors to worrying about the common areas only.

You can also always try my old, true and tested method to avoid all the bottles - turn the fridge to the wall when the nanny comes.  Her shouting and stomping doesn't cause the game to pause.
