The Spiral Staircase

Save the lot, exit to neighbourhood then re-enter lot. You should be able to select and move/delete the staircase then. I've had it happen with trees, regular stairs, spiral stairs and hanging plants.

This works, and it's much quicker than reloading the lot.

Trees, Regular Stairs, Spiral Stairs, Hanging Plants, Modular Stairs, Ceiling Lamps, Ceiling Mounted Decor, it all does it. If it could get in the way of the camera, it can conveniently become transparent. 99 times out of 100, it really does just take zooming out sufficiently.

You could also try going up a level for staircases, that's how I solve this problem.
