Why did my game spawn a new stray?

Yesterday I was playing a household in a new (clean) hood. The game lagged for a few seconds, and a cat I'd never seen before appeared on the lot. I have all the "no regeneration" hacks, including nostrayrespawn, and they're all up-to-date. My game has never automatically generated a stray with these hacks in my game before (besides wolves). I haven't played since, because I don't want the game to generate any more pets. Is there a way to keep it from doing so?

The game will generate any kind of premade sim, including, presumably, strays, if it feels that it needs one. That's my guess as to what happened. If that is what happened, now that it has one, it will just bring that one in until such a time when that one is adopted or dies. Besides, if nostrayregen had stopped working, you'd get a horrendous lag as the game tries to generate every single stray that it has just realised is missing, not a few seconds' lag and one cat.

I have no idea how this happened. It is possible that some hack has overriden part of nostrayrespawn.

I can live with the one cat, so I guess I'll just take my chances that there won't be any more.

I thought nostrayrespawn allowed the generation of one of each kind of pet to avoid borking the "call to adopt" option? Before it did that, the game would lag indefinitely if you tried to adopt a pet. I thought...
