I've gotten it several times from Sims using the ballet bar.

Anything EAxis deems a performance will do the crowd effect when the sim leaves the zone. You can tell it is likely to happen when a sim autonomously switches to Formal just to play.

Then it should totally happen after sims WooHoo. That would probably be the icing on the cake after all the "Honk honk!" noises.

Yeah, I've been meaning to add this to my hack for a while now but I haven't gotten around to it yet since I've been working on two other projects. Soon though. :P
