You made these NPCs?  Or are you assuming that a "clean" hood comes with them?  A clean hood doesn't have any NPCs until the game requires them, unless you make them yourself.  A fireman, for example, is not required until there's a fire, so if you're using clean hoods and didn't make a fireman, you won't have one until there's a fire.

it was clean, early...
then i've filled it with a custom NPCs...

so not the hood is clean but not empy ;)
but the only walker that be spowned is the "friend of flowers" gardens club member

btw i've never seen npc walk on the lots.. just the townies

Have you tried visiting a comm lot?  I've noticed that when my sims visit downtown community lots, NPCs do walkbys there.  I'm not sure about comm lots in the main neighbourhood, as I don't visit those too often (unless they are business lots - and then NPCs do come in to the business).  I'm fairly certain NPCs don't do walkbys of home lots unless it's a home business, where they may turn up as customers.

I have never had an NPC walk-by at a residential lot - the paperboy and postman show up, but that's their job, not really a walk-by.  On a community lot, I occasionally get a policeman, fireman, professor, etc. in addition to the townies.

All my hoods have always had townies though (either default or custom created by me) so I have never played a hood where there were only NPCs.  Not sure what the game would do in a hood without townies and few playables. 

Leave everyone lonely, is my guess.

I usually make a few townies look like policemen so that I'll see them around. Sometimes a thief or two.
They're the only ones, in my mind, that would walk around in work clothes.
