I used to like it as well, until it always turned out to be the same sim being looked at and doing the shoving. After that I found it got a bit old.
I don't recall it always being the same sim who catches the other sim spying and runs over to start shoving... but maybe I just didn't have a whole lot of shoving going on. First sim to get pissed at a peeping tom was Gary Puckett; he may have been pissed off twice.
Latest sim to get pissed off happened to be the current Captain Hero, so I'm building it into a story about her threatening someone for discovering her secret identity.

I've has 2 different shovers so far-one was the first sim I moved into the neighbourhood and another was a sim frm my college town. Maybe they changed it so it is more random?

No, it shouldn't work, because it's not a game.
It's the same reason that buying the most expensive tv (8K simoleons) doesn't satisfy the "buy a computer" want, even though they're found in the same category. Some categories have different types of objects within them, and you have to make sure you are buying the right type of object.

I've noticed the 'get a pet a job' want doesn't trigger at all if it is obtained using the PC. Even the specific ones for security, showbiz, uh, and the other one. It is fine if you use the newspaper though. ::)
