Fears and Wants that don't trigger

I always thought that wants not triggering just happened randomly, and that it isn't tied to any want in particular. I've had this happen, but never really noticed a pattern.

I've only had that one trigger after the neighbor comes and shoves. I believe the actual name of the want is "Look at Neighbors," not "Look Through Telescope."
It is 'look at neighbors' :D
I'll remove the 'no shoving' hack and see if it triggers it.

An annoyance I noticed in my game: my fortune sims roll the want "buy rug costing 3500". Problem is, the most expensive rug in my game (all EPs up to seasons) is about 1k (?) so it's impossible to fulfill. Ever. ::)

I haven't ever seen that want! I'm wondering if that has something to do with coding for the Glamour Life rugs-they are pretty expensive. You could always clone a rug you like with Object Workshop in SimPe, change the price to §4000 and import it to your game. Just make sure you put it in the rug category.

Actually, it doesn't matter what category it's in. There's a line in object data called "want category" and that's the one that identifies an object as a rug. I've cloned a lot of paintings, and just changed the want category, for easy fulfilling.
