ATI HD 2xxx/3xxx hotfix for 3D stuttering released

AMD/ATI has released a hotfix for 3D stuttering issues with the HD 2xxx/3xxx cards. It doesn't explicitly mention the sims, but it might solve some of the occasional screen freeze/lag issues.  You can get it here.
