I thought the Quaxi one is a tickbox in SimPE.  And it's not a hack, it's a change in material definition so the game still thinks its blurring the nudity but the blur is invisible :D

You could also try googling SeeThem which is a little program that does several things including what you need.

I think ticking the box just places the hack (quaxi_pets_censor_v1.package) in your config folder.
