Not in this case capris are meant to hit mid to low calf .hihwaters or floodwaters refers to pants that are supposed to hit the ankles such as pajama bottoms

I'm kidding - actually I find any kind of pants that hit anywhere below the knee and above the ankle extremely amusing. We, btw, used to call "highwaters" clam diggers.
