my toddler thinks he's a baby and sims can't interact with him

IF you delete the family, be sure to do it That or use InSimenator's Grow Up or Grow Baby Up option to mod the toddlerbaby into an adult and killit.
The game thinks the toddler is a baby. Babys have to have a sim to help them age transition. If their sims can't pick up the "baby" then this option does not work.

I had this problem with the Bella Goth that came with Pleasantview which I resurrected with SimPE. I'm pretty certain it was due to me messing up something due to not knowing what I was doing though.
In any case she reacted as a baby as well (which was ridiculously funny for a short time). I think I solved the problem by using 'set age' instead of 'grow up'. Maybe worth a try?

I second this. I had the same problem about a year ago and resetting the age to toddler in SimPE fixed it and I was able to play the kid normally.

No, it's because the Bella Goth that came with Pleasantview is missing most of the important character data, which is why she should never be resurrected. :)
