Base Sims 2 Won't Even Install

So, here's the deal. Newly formatted hard drive, with plenty of drive space, refuses to install TS2 Base.
I've heard it's my OS, which is now going, after restoring it back to XP from Vista.
It'll install up to 23%, but when I'm prompted to put the second disc in and do so, it just never starts up again. The file it's copying is control1.dat, if that matters.

Have you alt-tabbed through tasks to turn off any autorun things or to click 'accept' thrown up by the inputting of the second disk? I myself have never had this problem with sims, but one game I had popped up an autorun screen that got in the way of the installer 'accept' button. It took me ages to work out why my game wasn't working.
If you've got multiple CD drives that can cause problems too. Sometimes a computer will stubbornly refuse to accept that you can have 2 CDs in it at once.

Nope. I've clicked okay, accept, etc. And it still won't start to read from the disk. I also only have one CD drive.

Is there anything wrong with the second CD? Can you browse and see the files okay?
Li'l Brudder:
Well, it opens and I can browse fine. However, the control.dat file is only 1 KB. Is that normal?
