Does this only happen on lots with a fountain? I found a problem with fountains and free will and just lived with it for a while. Finally got fed up with it and started eliminating downloads. Turned out to be something from MTS2, and the problem was reported in the thread as a known issue. Of course, now i can't seem to find the thread.

Free will on or off is lot speciffic, it does not apply to all lots.
It can even be turned off in lots you download and have to be turned manually back on.

....or a good idea for another cult. Just a bunch of platinum old people, sitting around in a room meditating until they ascend. 'Twould be tempting, but I already have my hands full with Free Love and The Fellowship of the Fridge*.
*Silly dogs in my legacy house all sleep/lounge in the kitchen in front of the fridge, despite there being toys and beds all over the other rooms in the 5 bed/4.5 bath house. One actually "merged" with the fridge while watching a birth. I decided that all that kitchen time was their meditation to bring themselves closer to nirvana, and Waldo had finally achieved it. Thatcher and Dellie, of course, celebrating his ascension.

I have noticed that some sims just stand there with nothing in their action queue and it's not for a lack of things to do. For example the legacy house has TV, treadmills, chess table, swimming pool, hot tubs, pool table, pond for fishing etc plus plenty toilets for bladder needs. This does seem to have started happening since installing BV but it doesn't happen all the time. It has definitely affected playable sims and I'm fairly sure that I've seen customers just standing there as if they're waiting for something to happen. I'm also fairly sure that it doesn't affect all sims at once, just some.
