Has any one else notice this.

I decide to do the big no no and started the down load families from certin places and I created a hood especilly for then and I went to the hood to place their lots and no lots showed with the down loaded families at all. well I was disappointed. I later went to the clean install and opened downloads folder and can across alot of empty packages. So I think they were the missing people and the missing houses as well I cant seem to get them to show up.

I remember reading somewhere that you can't use the clean installer to install a house with a family in it.  I'd downloaded one, and it had installed just the house, no people, so I tried installing it the old fashioned way and the people showed up.  And I also had some with just the empty packages, too.

I have tried to put the families in via the sims2  installer but it still wont show them

Maybe you need to deactivate the Clean Installer until you have installed these lots?   Even though you use the Maxis installer, maybe the Clean Installer is still cleaning stuff up?

Or, if you have access to another copy of the game on another computer that doesn't have the Clean Installer installed, you could install them on that, find the files you need for the house and copy them all to the main game.  (Really only feasible if your other game is vanilla, and therefore easy to find extra files.)

I had uninstalled the clean installer and then installed the houses that had families in them and still none. So I dont think it is the clean installer.
